Input Periods Extended for National Boating Standards

Public comment periods for two national boating education standards have been extended or re-opened through January 1, 2014. Due to technical difficulties identified during the site registration process, National Boating Education Standards Panel Chair Mr. Jeff Johnson has announced additional 30-day periods to ensure the opportunity for public input, review and comment.
The P-1-20XX Basic Boating Knowledge Standard's Public Review Period is re-opened through January 1, 2014. All previously submitted comments remain active and DO NOT need to be re-submitted. RAW COMMENTS previously submitted are available under P-1-20XX DOCUMENTS as a separate file for reference and review. Additional comments can be posted by any interested party.
The H-1-20XX Basic Human-Propelled (Paddlesports, etc.) Boating Knowledge Standard's Call for Proposed Revisions period, originally scheduled to end December 2, 2013, is extended an additional 30 days through January 1, 2014.
The National Education Standards Panel (ESP) regrets the inconvenience some users to the EZ-ESP website may have experienced. We encourage you to submit comments via the website during this additional time period. National Boating Education Standard PUBLIC REVIEW Period Opens October 17, 2013

Public Review comments will be accepted for the National Boating Education Standard, now labeled as P-1-20XX Basic Boating Knowledge, beginning October 17, 2013.
Substantive comments from the public which relate to specific revisions under consideration can be submitted (after registration and sign-in) using this web tool. The Education Standards Panel will dispose of each received submission by accepting, accepting in principle, or rejecting the comment, and the disposition of each will be recorded in the Panel's meeting minutes and communicated to all persons registered on EZ-ESP.
Questions, including queries regarding the EZ-ESP website and login credentials, may be emailed to the Panel at firstname.lastname@example.org. The PUBLIC REVIEW period closes on November 30, 2013.

Chairperson's Call for Proposed Revisions - National Paddlesports Education Standard (Re-titled: 'H-1-20XX Basic Human-Propelled Boating Knowledge')

I, Jeffrey S. Johnson, chairperson of the National Boating Education Standards Panel, hereby issue a Call for Proposed Revisions to the content of the most currently approved version of the National Paddlesports Education Standard, which has the effective date of Jan. 1, 2009. In accordance with the NASBLA Executive Board's approval and per authority established in the National Boating Education Standards Panel Rules, the content of this standard has been reformatted in the following manner:
1) Re-titled and numbered as 'H-1-20XX Basic Human-Propelled Boating Knowledge,' the standard is formulated from the existing Paddlesports Standards 1 through 7, which form the basis for the call for proposed revisions and are hereafter referred to as the "H-1 Standard";
2) To separate out previously approved Standards 8 and 9 plus the Electronic course Delivery and Presentation Standard as administrative policy for the purpose of course sanctioning and not to be included as part of the Panel's review or this call for proposed revisions;
3) To separate out the existing rationales into a separate Appendix that is not to be included as part of the Panel's review or this call for proposed revisions; and
4) To create a numbering system for sections within the Standard.
This "Call for Proposed Revisions" period will be ninety (90) days, commencing September 4, 2013 through December 2, 2013. Input will be accepted exclusively via this EZ-ESP website. Submissions will be encouraged from NASBLA members and non-members alike. To submit comments, first register and login to the EZ-ESP site. After login, you must ask to join the ESP mailing list by visiting "Panel Home" at the left hand column. After approval (please allow 1-2 business days) you will be granted access to all documents and the link to 'Add a comment.' All registered individuals are eligible to submit comments.
In accordance with Panel Rules, the Panel will consider only submissions of proposed revisions that are received during the 90-day call period. All submissions received after the closing of the call period will be held and considered during the next review cycle of the Standard.
The Panel will dispose of each submission that is received by accepting, accepting in principle, or rejecting the comment, and the disposition of each will be recorded in the Panel's meeting minutes and communicated to all persons who submitted comments.
